About this project
Heritage Joinery Solutions was appointed to carry out specialist timber works as part of the restoration of West Bromwich Town Hall, working on behalf of Henleys alongside Morgan Sindall.
West Bromwich Town Hall is a Grade II listed building dating back to 1875. Designed in an Italian Gothic style, the building is an important part of the West Midlands’ architectural and civic heritage. Located in the heart of West Bromwich, the town hall required a careful and considered restoration approach that respected its listed status while supporting the wider refurbishment programme.
The original brief focused on the refurbishment of the building’s sash windows. However, as the project progressed and the quality, efficiency and professionalism of our work became clear, further specialist joinery works were proposed and carried out. This included stained glass work, the manufacture and installation of new timber doors and frames, and the delivery of an impressive vented roof dormer.
Location & Context
West Bromwich Town Hall is located in the centre of West Bromwich, within a busy town environment in the West Midlands. Its central location created additional logistical considerations throughout the project, including deliveries, access, safety planning, working hours and coordination with other teams on site.
As a Grade II listed building, the project required close attention to conservation requirements. Every timber element had to be approached with care to ensure the building’s historic character was preserved while allowing the restoration works to be completed to a high standard.
The building’s civic importance also meant that the work needed to be delivered with a strong understanding of both heritage craftsmanship and commercial site requirements.
Brief & Challenges
The original brief was to refurbish the sash windows throughout the building as part of the wider restoration programme. Due to the age, condition and listed status of the town hall, the work required a careful balance between repair, preservation and practical performance.
One of the key challenges was working within a listed building environment, where regulations and conservation expectations had to be considered at every stage. The joinery works needed to respect the original fabric of the building while ensuring each element was suitable for continued use.
The project also involved working for a Tier 1 commercial contractor, which required a high level of organisation, communication and professionalism. Our team needed to coordinate effectively with multiple parties, follow strict site procedures and ensure all works aligned with the wider project programme.
Location also presented a challenge. As Heritage Joinery Solutions is based in Stockport, our team was required to stay away from home during the project. The town hall’s busy central setting added further considerations around access, deliveries, health and safety, risk assessments and restricted working times.
As the project developed, the scope of work expanded beyond the original sash window refurbishment brief. This required flexibility, planning and the ability to adapt our team’s approach while maintaining the same level of quality across each part of the project.

As the project progressed, our involvement expanded to include the refurbishment of sash windows, stained glass works, the manufacture and installation of new timber doors and frames, and the creation of a vented roof dormer. Each element was completed with careful consideration for the building’s historic character and the requirements of a live commercial restoration site.
Conclusion
What began as a sash window refurbishment project developed into a wider package of joinery works, reflecting the confidence placed in our team and the quality of the outcomes achieved on site. The wider restoration of West Bromwich Town Hall went on to receive The Victorian Society Birmingham & West Midlands Group’s Conservation Award, recognising the quality and importance of the conservation work carried out. Although the award was presented under the wider project team, we are proud to have contributed to a restoration that helps preserve this important Grade II listed landmark for future generations.
